Are you thinking of something like the Corsair H50/70, or a proper water cooling setup?

This is much better than the H50 and H70 for a lower cost.
If you're gonna go water cooling, you may as well do it right. This will cost you a minimum of $450 (for everything: chipset block, gpu block, cpu block, reservoir, pump, tubing, fittings, coolant).
The good thing about this setup is that it is extremely quiet, and you have cooling for everything.
Check out Computer Lounge for the stuff you'll need, but don't buy the Extreme Water Cooling pack, it's way overpriced.
Read about water cooling on sites such as Overclock.net and SilentPCReview. OCN will give you the top of the line cooling without regard for noise, and SPCR will give you silent water cooling setups.
Reading guides on both will help you decide on a setup that has a balance between cooling and noise.

Or you can splash out, spending upwards of $500 on a system bought from individual high quality parts. This is more for Overclocking enthusiasts or for people who have too much money. If you want to do this i suggest asking around in the computer lounge forums. Most high quality parts that you can buy in New Zealand can be found at either computer lounge or playtech.
What you shouldn't do is go an in-between route. Buying say a thermaltake complete system is a bad idea as the components are sub-par,it is prone to leakage and an air cooling setup can almost provide a better solution.

@ick at that price im fairly sure you will only be able to get prepackaged like the corsair h70 stuff.
@op will need at least for 600ish for full on watercooling. Since youre lanning and so noise doesnt matter quite as much as say a home office you could save a bit and get the megahelem or something from noctua

Air cooling is the best option. It beats lower cost liquid cooling.
Decent water cooling will blow your budget out of the water. (no pun intended)

The 14 inch cooler has $95 shipping because it just reaches over a weight limit. The 12 inch cooler which is all you really need is only $45 shipping. They are shipped from the UK and it still ends up being cheaper then Computer lounge (Which don't have any stock at the moment).
